1.1 Introduction

​

                 BAYANIHAN refers to the spirit of community unity to achieve a particular and collective goal. This was one of the basis for the Department of Education in launching the Brigade School Program in the belief that the education of the Filipino Youth is everybody’s concern. As the Government provide free and quality education, the school community is perceived to be an important stakeholder in our learners’ education. The strong partnership and collaboration of these stakeholders is vital in ensuring that Filipino learners go to school, remain in school, and learn in school.

                    It was with this spirit of volunteerism and public-private partnership for education that Republic Act 8525, or the “Adopt-A-School Act” was made in 1998. Through the Adopt-A-School Program (ASP), private sector companies and professionals are given the opportunity to contribute in improving the public education system of the country. To recognize their goodwill, they can avail of tax incentives of up to 150%. The Department of Education launched the National Schools Maintenance Week in May 2003. Dubbed, Brigada Eskwela.

 

                     Over the years, the Brigada Eskwela effort has evolved from a week-long cleaning-up and beautification exercise to a festive coming together of students, teachers, school officials, parents, community members, local government officials, non-government organizations, church groups and the private sector. On its 19th year of its implementation, the program continued to inspire interest and support from various sectors of the community, and all those with a stake in Education.Brigada Eskwela become a model of a truly public and private partnership where participants share their time and energy for the school's cleanup and organizing campaign in preparation for the upcoming opening of the school year. This is indeed DepEd’s major initiatives in enjoining local communities to respond to the needs of public schools and be part of a nationwide effort towards improving Philippine basic education.

 

                    The GEN.EMILIO AGUINALDO NATIONAL HIGH SCHOOL (GEANHS) has been keen and truly joined by the Department of Education in advancing the Brigade School Program. In fact, there are countless instances where the school has been successful in implementing it during the academic period, despite health restriction and lack of resources continuing to be promoted through BRIGDA PAGBASA, Community Pantry, Outreach Program and Volunteer Teaching (via Learning Support Aide Volunteers) to ensure the readiness of the school's physical facilities and teaching equipment. Now, as well as the safety of students and school staff against COVID 19, Dengue and Disaster watch are also included in the priority that should be addressed. The adherence of GEANHS to DepEd memorandum no. 062 s. 2022 with the theme "BRIGADA ESKWELA: TUGON SA HAMON NG LIGTAS NA BALIK-ARAL " gave way to 100% School Readiness for Safe opening of classes on August 22,2022. The BE 2022 National Kick off was hosted by Region 4A and the host Division was SDO IMUS CITY.  School Based Kick Off Activity followed right after the Kick Off; and Its implementation will continue throughout the year through Brigada Eskwela plus and Brigada Pagbasa.

                  This part of school manual of operation focuses on Brigada Eskwela has been especially designed for all GEANHS stakeholders who would like to standardized its operating procedure, and to ensure successful implementation of Brigada Eskwela (BE). This aims to equip everybody who has stake, the necessary standards and procedures in implementing the program. This highlights the value of engaging stakeholders from the community and the private sector to be active partners in improving our school. From planning to managing volunteers, this manual of operation also lends many insights on the various stages of the Brigada Eskwela Program.The Department of Education endeavors to addressed the many concerns /challenges facing Philippine education via Brigada Eskwela will always  serve as one of its frontline initiatives reminding every Filipino that we are all stakeholders in education.The success of its implementation lies in the collaborative effort of school heads, private partners, local government units, and the community including parents, students and other stakeholders.

 

1.2 Objectives

• Strengthen camaraderie and good relationship among the stakeholders; school personnel, teachers, students, parents, and the whole community.

• Ensure 100% School Readiness for the opening of classes

• Standardized and sustained the implementation of BE in school

• Maintain/ preserve the accomplishments that contributed to the programs effective and beneficial activities which favored the school learners and school community as well

• Involve varied stakeholders in BE undertaking

 

1.3 Scope

            BRIGADA ESKWELA PAGHAHANDA is a program of the Department of Education(DepEd)that people together to prepare public school facilities for the opening of classes continues to strengthen the spirit of volunteerism among Filipinos. A week long Brigada Eskwela (BE) started a week before school opening. Where community service and stakeholders’ participation are the highlights. It focuses mainly in preparing the facilities of the school for the opening of classes, including minor repairing of school buildings, repainting, cleaning up, refurbishing of furniture and fixtures, and similar activities.

 

            BRIGADA ESKWELA PLUS -School improvement does not end at the last day of the brigade Eskwela week. It is a year round undertaking to guarantee the school children of an environment that is conducive to learning. At the onset, it aims to drum up awareness and support of the school stakeholders that they part and parcel of the school and are equally responsive with school officials to ensure that the learners are safe and have healthy surroundings conducive to teaching and learning.

1.5      Definition of Term

• Brigada Eskwela- An activity undertaken in public schools a week before classes begin, where people voluntary help to do clean up and repairs to prepare the rooms for the beginning of the new school year.

• Stakeholders-It refers to all individuals or organization who invested in the welfare and success of a school and its students.
